Community Engagement Framework
What is the Community Engagement Framework?
The Community Engagement Framework (CEF) (PDF 270KB) is a set of principles and guidance to assist LDLSP partners when planning and carrying out engagement in the Lancaster District.
The Community Engagement Framework includes:
• Community Engagement Framework – set of engagement principles
• Community Engagement Framework Toolkit – engagement decision path, checklist and overview of engaging with specific communities and engagement methods
• Community Engagement Toolkit Appendices – detailed guidance on engaging with specific community groups and pros and cons of engagement methods
A quick reference guide/wall chart (PDF 1.4MB) is also available to help partners with the promotion and use of the LDLSP CEF (see the right hand downloads section).
Who has signed up to the Community Engagement Framework Principles?
The below organisations (members of the LDLSP Board) have signed up to the Community Engagement Framework although all LDLSP partners are encouraged to use the principles and guidance when planning community engagement in the Lancaster district.
• Lancaster City Council
• Lancaster District Community and Voluntary Solutions (CVS)
• NHS North Lancashire
• Lancashire Constabulary
• Lancashire County Council
How was the Community Engagement Framework developed?
The project was split into a number of sections.
Stage 1a
Desktop research including a survey with LDLSP stakeholders/partners.

Stage 1b
Research with a wide range of the community (CN Research proposal attached).
Research included:
• Telephone survey with a random sample of Lancaster District residents (including people with disabilities, older people, businesses, carers, urban and rural communities)
• Face to face interviews with students
• Focus groups with Chinese, Muslim, Hindu, gypsy, roma and traveller, polish and lesbian, gay, bisexual and trans people communities

Stage 2
This was an LDLSP event for all partners. Presentations were given on stages 1a and b followed by discussion groups to find out what partners would like the Community Engagement Framework to include and ways to implement it.
What next?
A LDLSP Community Engagement Framework working group has been set up to use the research and feedback from partners to consider how the LDLSP can:
• Co-ordinate engagement
• Share lessons learnt/best practice
• Celebrate good practice
• Share resources including support
• Evaluate our progress
The group is made up of representatives of the LDLSP partners including CVS, Lancashire Fire and Rescue, Lancashire Constabulary, Lancashire PCT, Lancashire County Council and Lancaster City Council.
