A to Z of Council Services:

You are here: Home > Council and Democracy > Council Tax > Who Should Pay

Who Should Pay

To work out who has to pay look down the list below. As soon as you reach a description which applies to someone in your home, they will be responsible for the bill.

  • Resident freeholder(s) or owner occupier
  • Resident leaseholder(s) with a lease/tenancy of 6 months or more
  • Resident-secure or statutory tenant(s). This includes Council tenants
  • Resident licensee or any other resident.

If there are no residents, responsibility would normally transfer to the owner.

You can appeal direct to us at Revenue Services if you think:

  • you are not responsible for paying the council tax;
  • your property should be exempt; or
  • we have made a mistake on your bill.
