Council Officers
Lancaster City Council employs almost 1000 people and is one of the largest employers in the district. It is the people that the council employs that provide the essential services that touch the lives of our citizens, businesses and visitors every day of the year. We provide a range of services including refuse collection, street cleansing, planning, housing, economic development, tourism, regeneration and leisure activities.
Officers advise councillors about policy, technical, financial, legal and practical matters of which they need to be aware when making decisions and then ensure that those policy decisions are implemented and turned into a range of essential services that citizens of the district need and want.
There are currently ten different corporate services that make up Lancaster City Council. Each service is headed by a service head who reports to the corporate management team.
The city council is phasing in a major senior management restructure that will result in a big reduction in chief officer posts.
The council’s management team currently consists of Mark Cullinan, the chief executive, three corporate directors and the 10 service heads.
Management Team
Mark Cullinan – Chief Executive
Mark is Head of the Paid Service and the council’s principal policy advisor. As such, he is responsible for the overall management of the council in general and advises councillors .
The following officers report directly to the chief executive:
- The three corporate directors
- Head of Legal and Human Resources and Monitoring Officer – Sarah Taylor
- Head of Democratic Services and Deputy Monitoring Officer – Gill Noall
Peter Loker – Corporate Director (Community Services)
Peter’s services comprise the majority of the front line services of the council.
The following officers report directly to the corporate director (community services):
- Head of Environmental Services – Mark Davies
- Head of Council Housing Services – Steven Milce
- Head of Health and Strategic Housing – Suzanne Lodge
Roger Muckle - Corporate Director (Finance and Performance)
Roger’s directorate has responsibility for the financial management of the council.
The following officers report directly to the corporate director (finance and performance):
- Head of Financial Services and Section 151 Officer - Nadine Muschamp
- Head of Information Services - Jane Allder
Heather McManus - Corporate Director (Regeneration)
Heather’s directorate is about improving quality of life, creating economic growth and monitoring performance of council services.
The following officers report directly to the corporate director (regeneration):
- Head of Community Engagement – Richard Tulej
- Head of Regeneration and Policy – Andrew Dobson
- Head of Property Services - Graham Cox
The above services include, amongst others, delivering the council’s major regeneration projects, partnership working, including the Lancaster District Local Strategic Partnership, provision of planning services, corporate asset management, leisure, arts and museum services, communications and marketing, sea defence/environmental works and performance management.
