Property Services

Property Services deals with the council's non-housing properties and related issues, including premises management, commercial property management, and management of the city centre and markets.

Property Services was formed by the amalgamation of the former Estates and Valuation Service with the Facilities Management Unit. Our principal aim is to ensure that all the council's non-housing property matters are dealt with in one service.

Responsibilities include:

Premises Management - Management of the Council's municipal buildings including maintenance & repairs, provision of reception and room hire services

Commercial Property Management - Undertaking valuations, lettings, acquisitions & disposals and the maintenance of the Council's land and property records

Land Development - Details of development agreements and property regeneration schemes

Right to Buy - Applications to purchase council housing (tenants only)

Markets - responsible for the Council owned markets within the area

City Centre Management - Management of the CCTV system in Lancaster and Morecambe, Street Trading Concessions and City Centre Bookings

Property Services is also responsible for a number of  functions formerly carried out by Engineering Services.

Responsibilities include:

Parking - management of Parking Operations within the Lancaster District. Information about parking in Lancaster and Morecambe including maps of Car Park locations, parking charges, what to do about parking fines, and contact details for Residents' Parking schemes is available at the dedicated parking page.

Concessionary Travel - administration of the concessionary Bus Travel Scheme in the Lancaster District. If you are over 60 or disabled living in the Lancaster district you are eligible to apply for a NoW Card bus pass. Applications for a concessionary bus pass can be made in person at Lancaster and Morecambe Town Halls. Proof of eligibility and proof of address must be provided.
