Council Officers
Lancaster City Council employs approximately 850 people and is one of the largest employers in the district. It is the people that the council employs that provide the essential services that touch the lives of the district's citizens, businesses and visitors every day of the year. We provide, through a gross revenue budget of £101.202M, a range of services including refuse collection, street cleansing, planning, housing, housing benefits, environmental health, licensing, economic development, tourism, museums, arts, leisure activities as well as supporting elected members.
Officers advise councillors about policy, technical, financial, legal and procedural matters of which they need to be aware when making decisions and then ensure that those policy decisions are implemented and turned into a range of essential services that citizens of the district need and want.

Management Team
Mark Cullinan – Chief Executive
Mark is head of the paid service and the council’s principal policy advisor. All councils must, by law, have a head of the paid service and as such, he has overall corporate management and operational responsibility (including overall management responsibility for all employees of the council).
As the council’s principal policy advisor, he has responsibility for ensuring the provision of professional advice to all parts of the democratic decision-making process and representing the council on a range of partnerships.
