Land Allocations Development Plan Document (DPD) and Development Management DPD.

The Land Allocations Development Plan Document (DPD) on adoption will set out where new housing should be built and identify locations for future employment, leisure and retail opportunities. It will also identify future settlement boundaries as well as areas of environmental and historic importance which should be protected. It is the stage of the planning process where lines get drawn on a map providing certainty to residents as well as clear direction for developers on where future develoment is acceptable.
The Development Management Development Plan Document will establish the detailed policies that the City Council will take into account when it decides whether to grant planning permission for new deveopment. This will include:
- Detailed policies on the design and location of new development;
- Specific policies relating to development in rural areas;
- Policies relating to advertisements, shopfronts and minor development;
The Development Management Policies Document will contain only criteria-based policies used to determine planning applications. Policies which relate to particular sites or allocate particular sites for particular uses will be contained in the Land Allocations document. The Development Management Policy Document must also avoid repeating advice contained in national and regional planning policies.
Once adopted, it will, with other Development Plan documents, be the most important consideration in determining most planning applications.
As a starting point for this work we have produced a Combined Scoping Document which identifies our initial views on what we think we the Development Management Policies Development Plan Document should be addressing, the geographical area we should be covering and the time period we should cover.
A Background Paper outlining developments in planning policy and baseline conditions has also been prepared ‘Reviewing the Spatial Agenda: Background Paper A Post-Core Strategy Position Statement’. The Background Paper is intended to provide an update on the policy and evidence base developments that have occurred at the national, regional and local level since the preparation of the Core Strategy. This should be read alongside the Combined Scoping Report.

Morecambe Area Action Plan
The Morecambe Area Action Plan (MAAP) will identify key infrastructure projects that will contribute to the regeneration of central Morecambe. The MAAP will become the document through which the visions and objectives for the area will be developed, considered and co-ordinated for implementation. It will direct investment, give increased certainty to potential investors, build confidence and assist the Council in securing funding and facilitating
development. Economic circumstances inevitably will affect the pace of regeneration but bringing forward the AAP should ensure that central Morecambe is well placed to capture and benefit from economic upturn.
Officers are keen to know what people think of central Morecambe as it is today and from all of the responses a report will be produced which will assist the Council in completing its evidence base prior to formally commencing work on the Plan.
The MAAP Issues Consultation will be launched on Monday 28th June.

Sustainability Appraisal and Strategic Environmental Assessment
The Council's first Sustainability Appraisal (SA) Scoping Report was approved in June 2005 and set out the Council's SA framework. At the time it was envisaged that this would provide the basis for appraising all other Development Plan Documents and Supplementary Planning Documents. However, with new Government Guidance, experience in using the framework and more up to date information, the Council further revised the SA framework and it's Sustainability Objectives The Council's Cabinet approved a revised framework in March 2007 . The Council used this framework in preparing the Lancaster District Core Strategy, adopted in July 2008.
In February 2010 the Council commissioned Hyder Consultants to review the SA framework once again. A revised draft SA Scoping Report is now available for consultation. This is divided into 3 parts - an overarching scoping report applicable to the whole Local Development Framework and then 2 separate mini-scoping reports which establish a more tailored approach for the appraisal of the Land Allocations and the Development Management Development Plan Document.
As regards the Morecambe Area Action Plan www.lancaster.gov.uk/morecambeaap), given that work has already commenced the existing (2007) approved framework is being used as the basis for SA until the revised SA framework is in place. At this point, officers will consider whether it is appropriate to switch to using the new framework. This follows the same approach used to test the Core Strategy - that used both the 2005 and 2007 Scoping Reports noted above.
Please help us in finalising the framework for the sustainability appraisal of future Development Plan Documents by sending us your comments on the draft Sustainability Appraisal Scoping Report. Comments are required by the 6th August 2010.
After this date the Council will seek to finalise the SA Scoping Report and adopt this as the Council's approach to SA.

Conservation Area Appraisals
Following a public workshop held in Lancaster Town Hall on 28 September 2009, to seek views on where the boundaries should be drawn, The Conservation Studio surveyed the area and has made recommendations in a Boundary Review Report. The report and associated maps can be downloaded from the Conservation Area Appraisals page (link to the right of this page). It is also possible to view hardcopies in the Customer Services Centres in Lancaster and Morecambe Town Halls, as well as in Lancaster and Morecambe Libraries.
We would like your views on these recommendations.
You may submit your views on the questionnaire which can be downloaded from the Conservation Area Appraisals page (see links to the right), with hardcopies available in the locations listed above. Alternatively, you may wish to submit comments via a separate letter or email.
The deadline for any comments is 13 August 2010.
