Spatial Planning Exercise

The Land Allocations Development Plan Document (DPD) will have site, location and area specific policies. It will identify areas for development as well as areas which should be protected from development. This document will direct where homes, employment land, services and future investment will go in the district over the next 15 years.

This is a really exciting time for the Lancaster district - a real opportunity to shape the area we live in for ourselves and future generations. Please help us in this process and get involved!


What we are doing now - Draft Local Plan Consultation

The Draft Local Plan Consultation was open from 22 October to 14 December 2012. New policies for Land Allocations, Development Management and Central Morecambe were consulted upon.

What is the Land Allocations DPD

The Land Allocations DPD will identify the locations for housing, future employment, leisure and retail within the district. As well as boundaries for the Lancaster, Morecambe and Carnforth main urban areas and areas of environmental, recreational and historical importance which should be protected and enhanced. This document draws the lines on a map, it provides certainty for residents, and clear direction for developers on where future development will be directed.

Once adopted the Land Allocations DPD and accompanying Policies Map will replace any site specific guidance and policies from the Strike-through Edition of the Lancaster District Plan 1996-2016, which was adopted in 2004 and reviewed in 2008.

Whilst the Land Allocation DPD could be revised through the Draft Preferred Options consultation, it is believed the key issues and best options to meet future development needs of the district are being addressed whilst ensuring that the district’s rich and diverse environmental and historic assets are protected and where possible enhanced. The allocations within document make use of a range of other background strategies, policies and an evidence base which will influence future planning decisions.

The Land Allocations DPD and accompanying Policies Map are a key component of the new Local Plan for Lancaster District and links to other planning policies in the Lancaster District Core Strategy, draft Development Management DPD and Morecambe Area Action Plan.


Stages already completed

Developing the Options Consultation (July - August 2011) assessed all the sites that had been suggested through the Strategic Housing Land Availability Assessment and the Call for Sites exercise, as well as gather opinion on the direction of Development Management Policies. Spatial Planning Events (February - March 2011) (Become a Planner for the Evening) invited local people to select where they would place new housing and experience the difficulties and possible impact of choices. Download the accompanying reports below:

Rural Engagement Report, October 2010 - January 2011 (pdf, 2.1mb) events were held with Parish Councils and other rural stakeholders to discuss the needs and concerns for the district's rural communities.

Thematic Workshops - Exploring The Options, October - November 2010 (pdf, 2.5mb) were held to discuss the issues of sustainable transport, renewable energy and climate change, green infrastructure, meeting economic needs and meeting future development needs.

Combined Scoping Exercise, June - August 2010 (pdf, 1.6mb) for Land Allocations DPD and Development Management DPD was carried out to investigate what issues should be addressed, the geographical area and timescales that the DPD should cover. Members of the public and local service providers were consulted.


Next steps

Following the Draft Preferred Options consultation, a report on the findings will be published in February 2013. The comments will be used to prepare the publication version of the new Local Plan. It is expected that the new documents will be adopted by the council later 2013 / early 2014.
