Lancaster City Council is committed to promoting a district that is safe and prosperous, that’s proud of its natural and cultural assets and provides lasting opportunities for all. The council leads, enables and supports a number of strategic initiatives designed to regenerate disadvantaged areas, remove barriers to investment and enable sustainable economic growth across its city, coast and countryside.

The council’s key initiatives seek to capitalise on the town’s exceptional natural setting, improvements to accessibility which will arise from the proposed Morecambe - M6 link and building on successes such as the refurbished Midland Hotel, delivered as part of the first Morecambe Townscape Heritage Initiative (THI).
The council is looking at ways to encourage and enable development and investment in the town and foster a more stable community in the deprived areas of the West End and Poulton.
The centre of Morecambe has been identified as the foremost Regeneration Priority Area for the district under the council’s adopted Core Strategy and a detailed Area Action Plan is being taken forward to provide a context and framework to guide future investment to make it a vibrant and successful town for the 21st century. Current interventions include the second THI: ‘A View for Eric’ and also actions under planning enforcement policy to encourage improvements to the built environment. The West End of Morecambe is an area of major housing and environmental interventions, being taken forward under the West End Masterplan, targeted at reducing and controlling the over-supply of poor quality Houses in Multiple Occupation.
Key projects involve enhancing the rich heritage of the city building on its cultural assets and exploiting opportunities in the developing creative and knowledge economy. A programme of investment in the city centre’s public realm and open spaces, Lancaster Square Routes, is underway which links the key anchor regeneration opportunities of the Castle and Canal Corridor North site.
The council is working with partners and key stakeholders to better realise important heritage assets such as the castle and city museums. Working to bring forward the development of a University Science Park to the south of Lancaster is also an important aspiration to broaden the economic base and resilience of the district. In recent years the city has also benefited from the creation of high quality business space at the Storey Creative Industries Centre at the refurbished Storey building on Meeting House Lane and the purpose built ICT hub Citylab in Dalton Square.
Following a lengthy land assembly stage, transformational works are finally underway on the Luneside East quayside site as land reclamation and new development is taken forward on this former derelict and heavily contaminated 6.3 acre plot. The implementation phase on Luneside East is the culmination of over 10 years work to secure a new mixed use precinct on the city’s edge - the developer’s investment represents real confidence in Lancaster’s potential particularly given the current difficult economic climate.
The council supports a number of initiatives which contribute to the protection and sustainability of communities and landscapes while enabling sustainable economic development opportunities to flourish. The council is working with Lancashire County Council to deliver the Rural Development Programme for England (RDPE) which gives grants for local projects which support new and existing businesses in rural areas such as assisting agricultural businesses to expand and improve their premises. The city council also works in partnership with other Morecambe Bay authorities to manage and maintain the Arnside and Silverdale Area of Outstanding Natural Beauty (AONB) and its distinctive landscape.
