The Luneside East Regeneration Project will create a new quarter of the city with a mix of housing, commercial space, high quality open spaces and walking and cycling routes.

Luneside East has been identified as one of three sites in Lancashire that will benefit from access to the Lancashire Enterprise Partnerships Growing Places Fund.
£4 million has been identified for the site to enable land remediation to be carried out ready for development.
The Growing Places fund has been set up to unlock site developments that have stalled due to significant infrastructure costs or other constraints. The money invested will be paid back to create a sustainable fund for future schemes.
Planning consent for the first phase of development was granted by Planning Committee in December 2011.

The first stage of the development would be a commercial phase, focused on the gateway to the Luneside East site at Carlisle Bridge, and including the St George’s Works mill building fronting St. George’s Quay. If planning permission is granted, work will commence in 2012.
The council has been working to bring forward a redevelopment of the Luneside East site for almost ten years. This would see the creation of a new mixed use neighbourhood with housing, offices, local shops, new high quality open spaces, walking and cycling routes and could include leisure outlets.
To make way for this and after securing funding, the council acquired the site and removed the operational gasholder. However, following the banking crisis in 2008, adverse market conditions meant that the council’s chosen developer (CTP Ltd with Development Securities plc) was unable to proceed.
The Site
A seven hectare site located on the south banks of the River Lune on Lancaster’s historic St George’s Quay. It is an excellent location on the riverside, minutes' walk from the city centre and linked to the historic castle area by a large area of greenspace at Quay Meadow.
A long history of industrial use on the site has led to significant land contamination and the site being in a very poor condition. The site is now largely vacant and derelict and acts as a physical barrier between the vibrant city centre and under achieving disadvantaged areas to the west.
The Vision
The project vision is to create a new mixed use neighbourhood well connected to its surroundings with housing, offices, local shops and leisure outlets, new high quality open spaces and walking and cycling routes.
As an extension to the historic quay it should add to the successful riverside scene. The development should change community and investor perceptions of the Luneside area and open the door to the wider regeneration of the area.
The Project
The council has long recognised that public intervention is required to bring about redevelopment of the site. We secured some £10 Million of public funding and acquired the whole site and worked with National Grid to de-commission and remove the operational gasholder. Our developer partner will be responsible for realising the project, working with other developers as appropriate.
The site benefited from funding from the North West Regional Development Agency, Homes and Communities Agency and the European Regional Development Fund.
Next Steps
We have been working with the developer to bring forward the first phase of the development. The current planning application number is 11/00885/FUL and can be viewed via the right-hand links menu.
