Homelessness and Rough Sleeping Consultation
We're committed to preventing homelessness and rough sleeping across Lancaster district and want your feedback on a new strategy that will guide our work over the next five years.
Working with partners across the district, we have developed a draft Homelessness and Rough Sleeping Review 2026 and a draft Homelessness and Rough Sleeping Strategy 2026-31, setting out our understanding of local need and our proposed priorities for the next five years.
Homelessness and Rough Sleeping Review 2026
The Homelessness and Rough Sleeping Review 2026 examines what we know about homelessness in the Lancaster district today, including local housing pressures, the experiences of people affected by homelessness, and the challenges facing the organisations that provide support. This included speaking directly with people who have experienced homelessness to learn about the difficulties they have faced.
Homelessness and Rough Sleeping Strategy 2026-31
The Homelessness and Rough Sleeping Strategy 2026-31 outlines our proposed priorities and actions for the next five years. It focuses on preventing homelessness, improving outcomes for people experiencing homelessness, and strengthening partnership working to provide effective support across the district.

Homelessness affects individuals, families, communities, businesses and local services. Whether you have experienced homelessness yourself, work with people affected by it, or simply care about your local area, we would like to hear your views.
Your feedback will help us ensure the final strategy is informed by evidence, shaped by local experience, and focused on what matters most to our communities.
The consultation survey should take around 10 to 15 minutes to complete.
All responses will be carefully considered as part of the consultation process and will help shape the final Homelessness and Rough Sleeping Strategy.
The consultation is open to everyone in the district (including businesses and charites) from 1 September 2026 to 16 October 2026.
Paper copies are also available at the town halls in Lancaster or Morecambe.
