Local government in Lancashire is changing and we know prospective employees may have questions about what that means for Lancaster City Council and their future career with us.
While Local Government Reorganisation (LGR) will bring significant changes to how councils are structured and services are delivered, we remain committed to providing excellent services for our communities and creating rewarding opportunities for our employees.
What is Local Government Reorganisation?
Local Government Reorganisation refers to the UK Government’s plan to replace the current two‑tier system of local councils (county and district/borough councils) with new unitary authorities that each deliver all local services.
This change aims to create a more streamlined and efficient governance structure, enhancing the delivery of public services and bringing decision-making closer to our residents.
What this means for Lancaster City Council:
Lancaster City Council is a district council that carries out functions such as waste collection, environmental health and housing.
Separately, Lancashire County Council carries out functions such as highways, education and social care.
Local Government Reorganisation (LGR) will mean that a new unitary authority is created to carry out the functions of both the district and county council.
Which other councils will be part of the new unitary authority?
The new authority will be formed on the footprint currently covered by Lancaster City Council, Ribble Valley Council and Preston City Council.
When will the reorganisation take place?
Local Government Reorganisation (LGR) for Lancaster City Council is planned to take effect on 1 April 2028 (known as the ‘vesting day’), subject to Parliamentary approval.
How will this affect my employment with Lancaster City Council?
The majority of roles within Lancaster City Council will be transferred under the Transfer of Undertakings (Protection of Employment) Regulations (TUPE) to the new unitary authorities, ensuring your employment rights, terms & conditions, and continuity of service will remain protected.
